Owning a rural lifestyle block around Bullsbrook

What a few hectares around Bullsbrook asks of a new owner, from the noise forecast for the airfield in Bullsbrook to the firebreak inside the fence. Five guides, each taken from the body that sets the rule.

An imagined rural lot drawn as a flight chart A runway at the upper left, angled northeast to southwest, sits inside four oval noise contours. To the right lies a rural lot of several paddocks with a firebreak just inside its boundary, a house with a ring of cleared ground around it, a shed, a bore, a dam fed by a creek, and a patch of bush in the northeast corner under a hatched band. Five waypoint triangles mark the noise contours, the firebreak, the bush, the bore and a paddock. runway, with noise contours paddock paddock dam house shed bore bush firebreak road imagined, not to scale N RINGS BREAK EMBER BORES STOCK

A guide to the land itself

This is a guide to owning a rural lifestyle block around Bullsbrook, Western Australia, written and published by Dotto. Its pages stay with the land and what happens on it, and each rule comes from the government body that sets it.

Bullsbrook lies in the City of Swan, which adopted its current Bullsbrook Local Area Plan in July 2024. RAAF Base Pearce is in Bullsbrook too: the Air Force describes it as its main base in Western Australia, 35 kilometres north of Perth, with pilot training as its main role.

A few hectares bring a particular set of rules. On land over 0.5 hectares in the City of Swan, the yearly fire notice asks for firebreaks inside the boundary by 1 November. A horse needs its owner registered with the state and a property identification code. A bore raises the question of whether a water licence applies. And the airfield has a noise forecast map of its own.

Reading the chart

The drawing at the top is a working key to these pages. The rings at the upper left are noise contours around a runway, the subject of RINGS. The dashed line just inside the boundary is a firebreak, BREAK. The hatched corner over the bush stands for land on a bushfire map, EMBER. The cross in a circle beside the house is a bore, BORES, and the paddocks are where STOCK begins. The dotted ring around the house is the cleared ground the fire notice calls an asset protection zone.

Who sets which rule

One body for each kind of rule, in the order the five guides take them.

Department of Defence

Aircraft noise forecast maps for its airfields, and military aircraft noise enquiries and complaints.

City of Swan

The yearly Fire Hazard Reduction Notice, and a local planning policy on keeping livestock.

DFES

The Map of Bush Fire Prone Areas, designated by the Fire and Emergency Services Commissioner.

Planning, Lands and Heritage; Building and Energy

State Planning Policy 3.7 Bushfire, and the bushfire construction requirements for buildings.

Water and Environmental Regulation

Licences to build bores and to take water, and the exemptions from them.

Primary Industries and Regional Development

The register of livestock owners and beekeepers, and stable fly control.

Four dates in the City of Swan’s fire year

  1. 1 October

The restricted burning period begins, and burning needs a permit.

  2. 1 November

Fire hazard reduction work must be in place, or within 14 days for anyone who becomes an owner or occupier after that date.

  3. 1 December

The prohibited burning period begins and runs to 31 March, with dates that can move with the season.

  4. 30 April

The last day the notice’s standards must be kept for the 2026–27 season.

Where these pages stop

These pages stay with the land: noise overhead, fire along the fences, water underneath and animals in the paddocks. Each one is general information, dated, and linked to the official pages it was checked against.
